Across blue light organisations, technology spending remains substantial, yet much of it continues to support legacy systems rather than modernisation. This leaves limited room for integration, analytics and the upgrades needed to keep pace with operational demand. Procurement reform through the Procurement Act 2023 adds further pressure, even with official e-learning and extensive guidance available. Many leaders still report capability constraints and concerns about applying the new regime consistently.
Taken together, these pressures make practical change more of a necessity than an aspiration. The aim isn’t transformation for its own sake – it’s about reducing noise: clearer financial oversight, smoother routes to spend, stronger assurance and less work tied up in chasing, rework and retrospective evidence gathering.
